The cowl

Here's a couple pics of my cowl.

The cowl is an area under the windshield with one (in my case) or two holes like this to get air inside the car and let water outside.

The one hole I got is used to get air into the heater box when the heating is turned on.

Because it's surrounded by water this is THE number one area to get rust.

I see rust but I don't see any holes, does this mean mine is still OK?
